This is very close to the Lawrence Livermore National Laboratory (LLNL), an extremely high security government research establishment. I wonder how big the horse was, and what it was made of … wood?
This looks like something that was taken out of context, like a story a bout a bank robber stealing a horse to get away, then abandoning the horse alongside a highway after being picked up by his buddies.

Well it looks like its right in the middle of the road, so that could be a problem.

I’m also a Livermore resident, who knew that so many of us frequented this site. Anyways, I agree, it’s both.
